Since the 1990 s, the scale of the houses with limited property rights expand increasingly in Shenzhen. The basic reason is the urban-rural dual land system. The government's supervision department failed to take enforcement measures timely and effectively, so that the indigenous villagers in Shenzhen began to build a large number of the houses with limited property rights in order to share the land value-added benefits of urbanization,meeting the housing need of millions adventitious builder'.On the basis of the previous research on the houses with limited property rights, this article puts forward some practical solutions according to its actual situation in Shenzhen.This article can be divided into six chapters except for the introduction and conclusion:Chapter ? :Pectination of the central authorities' policies of the houses with limited property rights in recent years, combining its actual blooming situation in Shenzhen, this chapter points out that those existing regulatory documents based on public law dimension are lack of practicality.Chapter ?: Classifying from different standards according to the characteristics of the houses with limited property rights in Shenzhen, this chapter points out the commonness and characteristic between the houses with limited property rights in Shenzhen and other areas of China.Chapter ?:Tracing the history of the houses with limited property rights, we can see that collective ownership of rural land is newly emerging thing, which is also hard to be accepted in a short term. According to the regulations of the International Convention, the Constitution and other laws, as well as combined with the illegitimacy of the government's monopoly of the primary market of land, and the houses with limited property rights can be useful supplement when used as commercial residential building etc., the chapter points out the rationality and necessity of the houses with limited property rights when used as the beneficialsupplement of commercial residential building.Chapter ?:The conflicts among the laws is actually from the value dilemma of the houses with limited property rights, namely the game between public rights and private rights, the conflict between order and efficiency, as well as the contradiction between production and load bearing.Chapter ?:Basing on the actual situation of the huge stock of the houses with limited property rights in Shenzhen, this chapter points out the urgency and importance, the existing advantages and challenges of solving this problem.Chapter ?:In the height of the constitutionalism, this chapter calls for the necessity of putting collective land into the market. On the premise of guaranteeing the buyers' reasonable interest demand, taking the principle of categorization and reasonable treatment, using those houses with limited property rights which are shut down under construction as a breakthrough point, this chapter also puts forward several feasible governance methods, which will eventually put the houses with limited property rights under the government's surveillance.
