As superstructure can make a counteraction to the economic basis, the political culture which is a part of the superstructure can also play an important influence on the social political system and processes. Since the political system is invisible and dynamic, it makes changes from the political consciousness to the deep level, and it also changes with the internal self-demand and the differentiation of external environment. In this complicated dynamic process, human beings who plays the major role of society promotes this development. Thus, human beings' level of awareness and value orientation for the development of politic directly make a border-restriction to the process and result of the development of political system. As a result, culture plays an inestimable role in political development.According to the important role of the political culture, the research idea of this paper is that first the author separates the concept of political culture from the fuzzy concept of political civilization by drawing on the western political research results. There remains a distinction between the definition of political culture at home and the definition of political culture abroad. Therefore, to make a definition of our domestic traditional political culture, the author needs to make a brief summary combined with our historical and social backgrounds. On this basis, the author makes a brief induction and summary of the relationship between the political culture and the political development in terms of content, structure, and function. Second, as regards the political thoughts of the traditional political culture, the author divides them into two parts-- the positive part and the negative part, and accordingly advocates the positive part and abandons the negative part. The research significance is that we can get a better understanding of the influences of the advantages of our traditional political culture on our political culture and the role that the political culture plays in the political development. The research's practical value is that we can provide the psychological recognition and support for the political development from the perspective of the political culture.The first part of the paper analyzes the basis and significance of the selected research topic and briefly introduces the leading role that America plays in the political culture research and the Soviet Unions' original views of the political culture. Although our domestic political culture research begins relatively late, we have a relatively good research and definition on political culture combined with the research achievements of America and the Soviet Union. The author also briefly introduces the research methodology of this paper. The second part gives a brief introduction to the connotation of political culture and political development and illustrates the important relationship between them, which lays a foundation for further research. The third part make an analysis of the influences of our traditional political culture on our political development; The fourth part follows the thought of critical heritage and upgrades the traditional political culture thoughts in order to conform to our political development situation and make an integrated criticism and partial creation.
