Study On The Opportunities, Challenges And Countermeasures Of Chinese Government Governance Innovation Under The Background Of Big Data

The rapid development of information technology make people and the internet, all kinds of intelligent equipment closely linked, the government, social organizations or individuals create various types of data every minute, which are different, existing in many different ways,they are called the big data, it has quietly entered people's daily life. The data processing technology is also more different from the past, and it makes the big data technology become an important strategic resource for a country.Big data technology has already become a hot technology star in the commercial area, it has been used to collect, process and analysis customer data to predict consumers' preferences,needs and to track real-time inventory status in Alibaba, Wal Mart and other enterprises.Similarly, the Chinese government can also use big data technology to conduct innovation in government governance. Overall, big data brings the following opportunities: the first is to integrate government and government departments information resources and then use them;the second is to promote innovation in government decision-making, "to use the data to speak";the third is to provide the public service according to the different needs of citizens; the last is to monitor the network real-time public opinions. But in current situation of our country, there are many factors restricting the application of big data in the government governance. They bring great challenges to government governance. First is the problems from the traditional government management. Secondly, the development of e-government in our country also brings the problems, such as information island and repeated construction. Of course, it also has to consider the problems of data values, protecting the citizen's privacy and security, digital divide, the problems of lacking talents who are familiar with both big data and public management.Therefore, this paper is aimed to clarify the concept of big data and governance, focusing on analyzing the opportunities and challenges of government governance innovation under the background of big data, and put forward the corresponding countermeasures according to the specific problems: Firstly, strengthen top-level design and build a unified data platform;Secondly, change ideas and enhance the sense of big data; Thirdly, transform the government system and decision-making mechanism; Fourthly, learn the big data technology, train professional talents; Fifthly, focus on solving the problems in the application of data.
