The Study On Administrative Power List

The words “power list” perfectly outlines the western legal proverb---without authorization from law no power is legal, and also vividly express the idea of law---governments' power is limited, so the words “power list” has public opinion guiding force. Administrative power list, Administrative enforcement responsibility system and Government affairs publicity, all of them have significance in the rule of law, although their focus are different,they all try to fill the requirements for clarity and procedures in Administrative enforcement. Administrative power list is the new measures of the national management modernization, including the practice of decentralization in administrative power and having a great significance of the rule of law, but the basis of Administrative power list---The government internal documents is too low in legal hierarchy to support Administrative power list itself. With the lack of technology in our country's legal system and inefficient administrative enforcement, there are many problems in the practice of the list. Those problems would hinder the list achieving its purpose. So, as one of solutions for the problems, legal supervision is necessary. Here are some existing system of legal supervision, but the most appropriate one is the administrative supervision. Even now the administrative supervision need some change to be better, such as show a available way for public participation.
