Along with our country urbanization gradually, new rural cultivated land protection and urban construction land demand presents the growth situation, the more prominent contradiction between human and land, land resources to hold back the economy began to emerge, how to improve the utilization rate of land utilization, especially the rural homestead,avoid the waste of land resources and idle elements is the key to success of the new type of urbanization. After nearly 30 years of urbanization, the rural land system in our country has already can not adapt to the new urbanization development needs, reform is imperative.
