May 1, 2008, The People's Republic of China on government information publicity formally implemented,which marked Chinese government information publicity entered a stage of comprehensive development. Government information publicity is an important aspect of our transformation of government functions. Government information publicity is the key to building a law-based government, clean government, service-oriented government. Especially in the network environment, the speed of information flow is accelerated, the increase of the transmission way, the government information publicity is facing new challenges. It also provides a new development direction for our country government information publicity. Under the network environment, the government must be timely, accurate, effective, and compliance to open government information. In view of the characteristics of the network environment, the research on the problem of the information publicity of the local government in our country is very important for the protection of the right to know, the right of participation and the right of supervision.This paper takes the local government information publicity as the research object. Based on information asymmetry theory and the theory of citizen's right to know, the government information publicity in the network environment is analyzed. Illustrated by the example of Nan'an city of Fujian province, this paper will find out the existing problems of local government information publicity, in-depth analysis of the causes of these problems. It provides some useful reference for the construction and development of the government information of similar districts. The key point of this paper is that the local government should improve the information publicity system, improve the information publicity mechanism, and strengthen the government information to adapt to the network environment.
