Research On Criminal Investigation Operation Mode Based On The Perspective Of Public Management In Dongguan Houjie

Criminal investigation is a sharp knife to the state in fight with criminals and has also been the main responsibility of public security. Contribution of criminal investigation to combating all types of crimes, protecting the vital interests of the people, safeguarding social stability is inestimable. With the deepening reform development, profound changes in social structure, profound adjustment of interest pattern, China is confronted with multiple social conflicts and frequent criminal cases including robbery, theft, wire fraud, pornography. On the whole, law and order situation is more complicated and grim. The development of new concept of ruling the country by law and the newly issued Criminal Procedure Law put forward higher requirements on public security' investigation work. Therefore, there is a certain sense of theory and reality in discussing investigative work and research on new mode of criminal investigation under the new situation.This paper adopts public management theory and methods, researches current operating mode of Dongguan City Public Security Bureau of Criminal Investigation and integrates the background of Dongguan Policing Mechanism Reform. It firstly briefly introduces the constitution of current operating mode of Houjie Public Security Bureau of Criminal Investigation, analyses current operating mode of Houjie Criminal Investigation by on-site investigation and in-depth interviews. It concludes four existing problems as below: criminal investigation against performance degradation, heavy primary burden, unrealistic restructuring, untouched combating and prevention work. It further analyses the reasons: not comprehensive understanding of theoretical reform, the lack of feasible studies in important decisions, one-sided perception of police, the lack of related security. The paper finally makes suggestion for optimized operating modes of Houjie investigative work: to strengthen the reform of research and demonstration; to reduce the workload of the grass-roots police investigators; to strengthen the function of positioning and decentralized management; to strengthen internal management; to strengthen information management.
