Electronic public services affect people's lives more than these, and even have a greater impact on the country's foreign affairs.Since 2006, Shenyang began to build the electronic public service network has covered education, tourism, culture, family, health, environmental protection, employment, transportation and other administrative areas, can be said that the electronic public service has become an important mode of civil service affairs, Shenyang. Currently, the use of electronic public service in Shenyang residents is very high, but compared with other cities, Shenyang electronic public service service quality and level of service is still a great improvement space. Therefore, this article will Shenyang electronic public service as the research object, the service quality evaluation system for construction, evaluation and monitoring through the evaluation system of the public service of Shenyang electronic service quality, is conducive to the improvement of public service system in Shenyang, improve the quality of service, has a strong practical significance.In this paper, through the study of Shenyang electronic public service quality evaluation, using the current evaluation tool SERVPERF model as the foundation, the evaluation index of the reference model is proposed, based on electronic public services on the construction of electronic information, including tangibles, empathy, responsiveness, and convenience 5 dimensions, 22 items of the evaluation index system of the quality of public service. Referring to the SERVPERF questionnaire design, a questionnaire was designed to reflect the overall evaluation of service quality, which is a measure of the quality of the electronic public service in Shenyang. Based on the data recovery questionnaire reliability and validity of the questionnaire analysis, found that high quality, with a relatively high credibility, on the basis of the data for exploratory factor analysis, this paper verified for Shenyang electronic public service quality evaluation index is divided, then through regression analysis, calculate the weight of each index Shenyang, on the basis of the electronic public service quality evaluation model building, evaluation based on expert scoring to use the evaluation system of the public service of Shenyang electronic service quality, finally obtains Shenyang electronic public services care of higher level, a higher level of tangible, convenience and information level.
