The traffic in the city is vital to the development of the city."Parking difficult"has become an important factor restricting the development of Shenyang.The management of public parking lots is the key factor to ease the urban traffic.This paper used the system analysis method,static and dynamic combination analysis method,the combination of theory and practice research methods.In the structure,the first chapter introduces the research background and significance of the research,related research on foreign and domestic literature review conducted,established the research ideas and research methods;the second chapter defines the core concepts,establish the theory basis;the third chapter made a systematic review of the management status of Shenyang public parking lots;the fourth chapter analyzes the reasons and find relevant management;the fifth chapter introduces the public parking lots management experience at home and abroad;the sixth chapter combined with the theory of knowledge,and the status quo Shenyang city comprehensive domestic and foreign related experience,put forward some countermeasures for the management of public parking lots in Shenyang.The main countermeasures in this paper are:in the management objective,the proposed formulation of Shenyang City public parking development strategy;in the subject management,recommended the establishment of Shenyang City public parking lots construction management leading group.constructing polycentric cooperative governance system;in the aspect of the management object,the proposed take a variety of means to improve the public parking supply efficiency;in terms of management means,it is recommended to develop flexible price system of parking fees,the construction of intelligent parking management system and;in environmental management,suggests that publicity parking civilization,advocate green travel etc..
