The rational parking rate could alter the way of people traveling to a certain degree, which mainly driving vehicles, to multiple ways of traveling. Also it could alleviate the contradiction between the excessive numbers of vehicles and shortage of parking lots.The issue of parking rate is not only matter to economy development for a city, also it concern to vital interest for its residents. Is the parking rate reasonable? Who should take this responsibility for charging? What is the standard? Above questions is always the hotspot issues which people concerns. The purpose of writing this article is resolving existing problems in charging the service for public parking lot outside the road in Urumqi starting with hotspot issue concerned to livelihood, by using combined study, such as theoretical research, comparative and empirical analysis. First, researching the nature and legitimacy of public parking lot outside the road by the method of theoretical research, and carding its related theoretical basis; Second, empirical analyzing the statues, existing issues and effect of implementation of public parking lot in Urumqi, through studying the data from using questionnaire investigation, field survey and so on; At last, providing countermeasures and suggestions to charging mechanism of public parking lot, based on above mentioned existed issues in the process of charging in public parking lot in Urumqi. It will help to guarantee people's vital interests, reconfiguration the road trafficresources, and moderating the phenomena of parking lot shortage. Also it will enable us to better promote our socio-economic development.
