| In recent years,Shenyang City in the field of public transport is facing "driving difficulties" and "parking difficult" two problems,into the car full of dilemma,which"parking difficult" is particularly prominent.Although the Government has taken a variety of measures to tackle the problem of parking,including the provision of parking spaces in the park,the approval of the new public car parks,the potential to tap the existing resources,but still cannot fill the huge parking gap.At present,there are some problems in the management of parking spaces in Shenyang City,the lack of parking berth resources,the lack of centralized management of the parking spaces,the simple management of parking spaces,the lack of a reasonable price system for parking berths,the seriousness of the parking spaces.Based on the theory of supply and demand forecasting,this theory provides a new idea and basis for the analysis of parking berth management in Shenyang.The reasons for the construction of the parking spaces in Shenyang are composed of the following aspects:the emphasis on the upper level of leadership is insufficient and the coordination is not in place.The establishment and implementation mechanism of the regulations and examination and approval system needs to be strengthened;the government parking lot planning lacks scientificity;the government lacks the development of the parking industry;the low level of market price of parking;the government’s regulation of public parking behavior and lack of publicity and so on.In view of these problems,this paper puts forward the countermeasures from the aspects of rationally enacting laws and policies,intensifying policy enforcement,scientific planning of parking lot construction,adopting diversified means,improving parking price control system and standardizing public parking behavior.This paper analyzes the status quo of parking problems in Shenyang city,analyzes the situation of parking in Shenyang,analyzes the parking demand according to different regions,and analyzes the role of government in urban layout and traffic planning.To find the government to improve and implement the policy to solve the parking problem,to promote the government in the parking market,the external environment construction and development of the system to regulate its internal operation mechanism plays a positive role. |
