Today,problems of refugee crisis,the gap between rich and poor and global warming in the world bring great challenges to global governance,which have become the core content of related academic attention in recent years,David Miller's theory of global justice is the response to these issues.Due to the outstanding achievements in the field of market socialism,Miller has long been known by domestic academic circles,but throughout his published researches and writings,market socialism is not his main focus,justice is the focus problem instead.Based on the social justice,Miller builds systematic social justice theory,and proposes three principles to solve the problem of social justice: need principle,deserve principle and equality principle.Miller thinks that expanding the scope of social justice is not equal to global justice,therefore,it needs to come up with a suitable new international background of the theory of justice,marked by "national responsibility and global justice",his research interest shifted to the global justice.Miller's theory of global justice consists of three main points : firstly,the global justice is not equal to global egalitarianism,it maintains the national political independence and the diversity of the world;Secondly,each nation's consequent responsibility and inherited responsibility were indispensable for global justice,which required that each nation was responsible for their past and present actions;Thirdly,global justice was not exclusive to national remedial responsibility,which regarded basic human rights as a baseline.Analyzing and grasping Miller's global justice has important theoretical and practical significance.Nowadays,global justice is a hot topic,besides Miller,Gillian Brock,Kok-Chor Tan,Charles Jones and others have proposed different global justice theories.Compared with other researchers,Miller's theory of global justice highlights the priority of national interests,taking into account global interests.Miller's theory has its limitations subject to the complexity of the problem of global justice and international relations.His theory contains some Utopian concepts with conservatism.From defending the priorities of the interests of the nation state,Miller proposes that every nation can control the immigrants' visa applications reasonably,which was against the aim of global justice clearly.Of course,Miller's theory of global justice has progressive significance in spite of his flaws.Firstly,the global justice is a sign of human progress,and Miller's theory accords with the trend of the times.Secondly,Miller specifically emphasized the ethnic rights and responsibilities,which conformed to the current international political theme and reality.Thirdly,Miller insisted on specific analysis and attached great importance to the empirical case.He put forward some valuable insights on the understanding of justice and the legitimate division of responsibilities and rights.Miller's theory of global justice has great significance for our country.It help us handle the relationship between international aid and domestic development correctly and deal with the refugee problem properly.we should ask relevant countries to return the looted cultural relics and apologize to us about the historical issues.
