Professor David Miller,a famous English political theorist,is one of the representatives of Multi-justice theory.What he studies mainly focus on contemporary political theory and political philosophy,including justice and equality theory,democratic theory, the theory of nationality and citizenship, cultural pluralism,transnational migration politics, global justice, territorial rights and collective responsibility. Since the millennium, Professor Miller dedicated his focus to global justice theory, publishing "On Nationality" and "National Responsibility and Global Justice" and the other relevant literature.Professor Miller 's achievements has a special status, but also lead to a lot of criticism from the opposition,especially cosmopolitanism. His ideas could be summarized as "global justice theory of nationalism," which contains three themes,nationalist stance of global justice, global justice and the demands of the institutional responsibilities of global justice based on national basic structure, he treats demonstration of the national community responsibility as a core of global justice theory.The existence of an independent nation-state is regarded by Miller as the background conditions of global justice: the members of these countries belong to different ethnic cultures, so that these countries are very valued the ability to self-determine their politics. Moreover, Miller's ideas is one of the social liberalism of justice about the basic concept for the Multi-cultural world, which is characterized by emphasis on the different type of justice between domestic and international division.States have the primary responsibility to promote social justice among its citizens, and the main task of the international community is to fulfill its responsibility to create the conditions for the country. He was not trying to achieve a unified sense of global justice: everyone in the world should have the same rights, resources and opportunities.The research is based on the sufficient understanding of Miller's global justice theory, try to make a review on it with some other relative representative thoughts, and view the applicability and shortcomings of nationalism global justice theory in a realistic context to draw some beneficial enlightenment.
