The Research On Prevention And Control Of The Risk Of Clean Government In Food And Drug Supervision System Of Fujian Province

The security of food and drug issues are not only the people's livelihood but also economic issue,what's more,it's a political issue,which is an important factor related to the people's livelihood,national prosperity and social harmony.At present,Now the questions of corruption of food and drug system are happening frequently,the security of the team of food and drug supervision system is facing a severe challenge.Enhancing the risk prevention and control of food and drug supervision system and making full use of the Party committees and the discipline inspection bodies accredited,are not only important ways to control the corruption of team of food and drug supervision system,but also the core and key part work of strengthening Clean and Honest Government construction.Firstly,this paper expounds the purpose,significance of the theory and research methods of the independent risk control of Fujian food and drug supervision system,based on the basis of literature review introducing the research status at home and abroad,and fully drawing lessons from other departments.The mature use of risk management theory on the enterprise management is applied on the risk prevention and control in Fujian province food the drug administration,which lays the foundation for the research and analysis of the following.Secondly,through investigation and analysis of interview,the paper seriously finds out independent risk point in various positions of the relevant departments of the Fujian provincial food and drug administration offices.Through the fault tree analysis,it visually draws the influence of Fujian province food and drug supervision system,that is the 5 major risk areas:the registration and approval,certification,inspection,inspection of law enforcement inspection and the common risks;and the construction of 12 main direction independent risk point:service risk,technology risk,risk evaluation,administrative examination and approval of GMP certification,GSP certification inspection risk,the risk of audit risk,the risk of administrative law enforcement inspection,inspection process,inspection on the basis of risk,the risk of personnel risk,financial risk management,Thirdly,through the analytic hierarchy process for the identification of evaluation of 5 major risk areas and 12 main independent risk point,the constructing of judgment matrix is calculated by mathematical proof,which is the largest given value and consistency inspection,respectively analyzes the weight of the five risk areas in Fujian Province food and drug supervision system and the 12 main independent risk point in five risk link and system integrity risk.Finally,it concludes the practice and deficiencies of the risk prevention and control in the current Fujian province food and drug supervision system.Five Suggestions for the prevention and control of risk points to solve the problems such as unclear theme the blurring of main point,imperfect system,lack of innovation,unrefined responsibility are strengthening subject,focus on the main point,perfect system,refinement means,clear responsibility in order to promote the realization of honest security of provincial food and drug supervision team.
