The Systematic Guard Of Academic Freedom In The United Kingdom

University is the most important place for the academic research to a country,and the academic research and innovation can be said that it is essential to the heritage and development of culture?the ascension of people's knowledge and the promotion of society.For the sake of the whole country?society and nationality,the academic research activities shouldn't be hindered,and the university can be able to resist the outdoor power.The Britain has unwritten constitution.There is no clear academic freedom rights in the constitutional text,and academic freedom can not be equal to such speech freedom and press freedom,and it has a unique way of being.Since the establishment of British universities like Oxford and Cambridge university,from the scholars' guild to now on,academic freedom has always been the goal of the university,and universities has always followed the value.We can say that academic freedom has a deep tradition,and has developed one of habits or customs.This article discusses how academic freedom really exists in the United Kingdom on the basis of universities.Academic freedom is never authority granted,but the result of universities struggling against the church,the court and the government,and the same to scholars.Besides academic freedom is guaranteed by the charter,the university act and the administrative normative document,which is the result of the country and government pay attention to them.The paper can be divided into four parts:the first part is the summary of academic freedom in UK and demonstrates how British people think of academic freedom.This section defines the concept and constitutive requirements of academic freedom and points out the value of academic freedom to human being and the society.The second part is the historical evolution of academic freedom.By the way of dividing period in this paper,we can see the characteristics of the germination,the development,the prosperity,and under the condititons of the new era,academic freedom forms the new trend of integrating of science and technology.We can conclude that academic freedom is not fragile,but has a profound basis in reality.The third part is the standard basis of academic freedom.Academic freedom has legitimate foundations from the charter,university acts and administrative normative documents.The charter is the basis of university as a legal person established and gives university much independence status,and it shows the spirit of protecting academic freedom.Administrative normative documents reflect the higher education policy of the government and they are used to guide the development of universities.The fourth part is the institutional framework of academic freedom.It introduces the institutional autonomy,tenure system and college system how to safeguard academic freedom.They ensure the independence of the academic development and create a free academic atmosphere,which mean a lot.
