Moon Jae-in’s Governments Policy Toward North Korea And Prospects For South Korea-North Korea Relations

Moon jae-in served as the 19th president of South Korea from 2017 to2022.At the beginning of his administration,he made a comprehensive assessment of the escalating Nuclear crisis on the Korean Peninsula and the development situation of relations between the Korean Peninsula and neighboring powers,and formulated the overall policy plan for a "peaceful and prosperous Korean Peninsula".This paper takes the Moon Jae-in administration’s policy toward North Korea as the research object,and its research purpose is: At present,the Moon Jae-in administration has just left office,and South Korea’s policy toward North Korea in this period has integrity and certain effectiveness.In Yin government’s policy on the term,revealed a significant strategic hedge and the style of the game,"cold" outside the internal heating of the contrast effect not only on the situation on the Korean peninsula,has had an impact on the solution of the Korean peninsula nuclear issue,and for the security situation in northeast Asia and the world have a certain extent influence the development of the situation.Therefore,how to examine the direction of the Moon Jae-in administration’s north Korea policy on the Situation of the Korean Peninsula is the core concern of this study.This paper studies and discusses the background,core content,main features and restricting factors of the Moon Jae-in administration’s north Korea policy through literature analysis,case study and analytic hierarchy process.Specifically,from the international background,north Korea’s foreign security strategy of "possessing nuclear weapons for self-protection" during this period triggered two voices: the United States’ "maximum pressure" on North Korea and China and Russia’s emphasis on peaceful solutions to the Korean Peninsula issue.From domestic context,park geun-hye cronies scandal and ineffectual for the DPRK policy caused the domestic public strong dissatisfaction,as a representative of the progressive article in Yin government is bound to for help in a tense inter-korean relations of conciliation,at the same time also needs to solve domestic discontent to the government,improve the new government’s credibility and recognition.From the perspective of the content of the policy,in constant government policy of "peace and prosperity on the Korean peninsula" generally follow the roh administration of basic tone of the policy,the formulation of the "new economy of the Korean peninsula map" unification,the north-south reconciliation and cooperation to expand consensus,"2.0" defense reform plan highlights the hope through the way of peace gradual against north Korea,In order to build a more grand permanent peace mechanism on the Korean Peninsula to achieve the ultimate goal of "denuclearization of the Korean Peninsula" and the reunification of the North and south.Compared with previous administrations,the Moon Jae-in administration’s north Korea policy aims to emphasize the main features of economic unification with north Korea,enhancing South Korea’s autonomy in Korean Peninsula affairs through inter-Korean cooperation and defense construction.However,restricted by the establishment of the internal two-party political system and the presidential term limit,as well as the external factors of the Ro K-US alliance and North Korea,the overall north-south relations on the Korean Peninsula during the term of the Moon Jae-in administration showed a trend of "opening high and falling low" with good effect in the early stage,mediocre evaluation in the middle stage and misplaced demand in the later stage.This study finds that the inter-Korean relations during the term of the Moon Jae-in administration are obviously restricted by the asymmetric structure of the Ro K-US alliance.Despite the repeated efforts of the Moon Jae-in administration to seek peaceful ways to resolve the North Korean nuclear crisis and build a peaceful and prosperous reunification situation on the Korean Peninsula,However,due to the policy pressure from the US on the Korean Peninsula,the Moon Jae-in administration’s ability to mediate between the DPRK and the US is not outstanding.But it is undeniable that in Yin of the government’s policy on north Korea,eased tensions in relations between north and south of the Korean peninsula,the "peace and prosperity on the Korean peninsula policy" on the inside of the Korean peninsula and the surrounding the relations between big powers to reshape the obvious gain and booster effect,stability of northeast Asia and the evasion of the crisis is of great significance.
