Study On The "Two Responsibilities" Issues In The Construction Of Combating Corruption And Building A Clean Government

Since the Third Plenary Session of the 18th CPC Central Committee, our party has clearly put forward the main responsibility of the Party committee and the supervisory responsibility of the Commission for Discipline Inspection - namely, the "two responsibilities" in the Construction of Combating Corruption and Building a Clean Government. To clearly define the "two responsibilities" is not only the realistic need with the new situation in Construction of Combating Corruption and Building a Clean Government, which is conducive to strengthening the responsibility for Party committees at all levels to make them consciously shoulder the important political task of building a clean government of Party style, but also helps the Commission for Discipline Inspection at all levels focus on their main tasks and main responsibility to make a better performance of supervisory responsibility. How to accurately understand the "two responsibilities", and how to effectively implement the "two responsibilities" to make a good implementation of central decision-making, not only it's the theoretical issue laying ahead all Party organizations at all levels, but also the practical issue to promote the current work. In this context, to carry out the study on the "two responsibilities" has an important theoretical and practical significance.The article is mainly with discussion from the following several aspects. Part One, it mainly elaborates the purpose, significance and current situation of and the method adopted for the study, the basic mentality and the frame. The article combines specific practices with practices in the grass-roots units to carry out the study, trying to find the crux and a breakthrough of the issues.Part Two, it analyzes the theoretical issues related to "two responsibilities", which mainly focuses on the concepts of corruption, Construction of Combating Corruption and Building a Clean Government, responsibility, main responsibility and supervisory responsibility for analysis. It also analyzes the meaning, background and process based on the concept of main responsibility, which analyzes the dialectical relationship between the "two responsibilities".Part Three, it analyzes the current situation and the implementation of "two responsibilities". Taking X City for example, the article summarizes the practice and the main methods for te implementation of "two responsibilities" in the last three years. When summing up the methods in practice, it has sorted out the implementation of the main responsibility from aspects of system construction, honesty education, accountability, supervision and inspection, etc., and carries out some inductions on implementation of supervisory responsibility through focusing on the main responsibility, enhancing supervision effect, strengthening punishment, strengthening responsibility and so on.Part Four, it analyzes the existing problems and the causes in the implementation of "two responsibilities". Taking X city for example, the paper briefly analyzes the main existing problems and shortcomings of X city when implementing the "two responsibilities", and sorts out causes of the problems. After sorting-out and analysis, in the implementation of the main responsibility of the Party committee, there are many problems, for example, pressure transmission is not in place, the role to play is not in place, the supervision is not in place, making government affairs public is not in place and so on; in the implementation of supervisory responsibility of the Commission for Discipline Inspection, there are many problems, such as complicated environment for disciplines execution, lack of communication among cadres, identity conflict, lack of coordination in organization, and problems about cadre management system, etc.; besides, it also makes a preliminary analysis on the causes.Part Five, it discusses the way to implement "two responsibilities". The paper puts forward some opinions and suggestions on education, supervision, system, etc. for implementation of the main responsibility and supervisory responsibility respectively, and makes a preliminary analysis on the specific measures, such as decision making, implementation of integrity and main responsibility, comunications among discipline inspection cadres in the "Three-Importances & One-Large" (Decision-making for important issues, Appointment and removal for important cadres, Important project arrangements, Large sums of money for use). In the working method, It summarizes some feasible measures from the aspect of working organization, scheduling and promotion.
