Research On The Current Situation And Reform Path Of The Right To Dispose Of Scientific And Technological Achievements And The Right Of Return In Hunan Province

The eighteen proposed implementation of innovation driven development strategy,emphasizing technological innovation and strategic support to improve social productivity and comprehensive national strength,and over the years,China has been the existence of scientific and technological achievements into practical productive forces,and no adverse problems such as poor,one of the reasons is that the legal system of Science and technology innovation chain is not enough perfect,especially the achievements in science and technology universities and research institutes to use the right of disposal,rights and income rights ownership is not clear.And the right to dispose of the scientific and technological achievements and the right to return is the two key right in the process of scientific and technological achievements transformation,which is directly related to the effective transformation of scientific research results.In August 2015,the newly revised "promoting the transformation of scientific and technological achievements law" promulgated and implemented,as the local government,according to the newly revised law on the transformation of scientific and technological achievements usufruct right to dispose of the results and regulatory policy also need further research.In recent years,Hunan innovation continued to strengthen,the emergence of hybrid rice,super computer,high-speed rail technology and a number of the world's top scientific research achievements,but Hunan also has a difficult problem: the transformation of scientific research achievements of scientific and technological achievements are the ownership right of disposal and the right to return is not clear,return disposal system is not perfect,the income distribution is not clear and the service system is not perfect,income security system is not perfect.Need to learn from the advanced experience,through a clear right to dispose of technological achievements subject,simplified procedures,clear results disposal results into the proportion of income distribution and other measures to effectively solve the difficult problem of the transformation of scientific and technological achievements,effectively promote the combination of science and technology and economy in Hunan.
