On The Reconstruction Of The Culture Of Honest And Clean Government In Our Country

Contemporary China is under the situation of the deepening of the reform and opening up to the outside world.Government system is gradually in transition;economic composition is gradually transformed and social stratum is gradually on replacement.All kinds of thoughts are happening permeability and continuousiy influence to social basics.People's interests and demands are more and more diversified.The social environment is in more uncertainty.Social relations between people are more complicated.Society as a whole urgently requires to improve government performance,the level of social services,and enhance the well-being of the people,and create a harmonious and happy society.Public management becomes focus on the contradiction arising.It emphasizes on safeguarding the public interest as the core,improving government performance and social satisfaction for the purpose,and advocates the competition mechanism into the field of public management in order to improve the governance model and governance structure.Public management theory is a hot research in the whole world now and China can not get rid of it.At the same time,the problem of corruption in China is more and more serious.corrupt government officials are more and more high in duty level,more and more in involving amount.Serious damage is happening to the interests of the broad masses of the people which they should enjoy,which is causing more and more tension in the social relationships between the party and the masses.That reduces the people's government credibility in the eyes of ordinary people,resulting in adverse social consequences.Therefore,under the premise of improving the governance of the government,anti-corruption must and should be one of the aspects.In particular,as the cultural construction of honest and clean government in more central importance,how to use public management theory to strengthen the cultural construction of honest and clean government and to fully play the role of effectiveness of the cultural soft power and management system hardware structure,should be the theoretical circles' and practical circles' task.In this paper,through sorting out the relevant literature and according to the methodology of social science,I draw the following conclusions: The culture of honest and clean government and public management are mutually dependented and interacting with each other.They are closely related and closely linked.Incorrupt government culture is function to the whole society's cultural,enlightening to improve public management.The construction of clean and honest administration culture also requires public management as the scientific management theory to achieve good social order,especially public management roles?moral and ethical norms,to ensure a clean government.China should be based on the reform?development and stability,considering the situation of China's theory of anti-corruption culture innovation and the construction of a clean and honest administration,and reinforce the two dimensions of the improvement for the construction of a clean and honest administration from the clean and honest management culture,which promote the reconstruction of the culture of clean government of our country.
