Construction Of Comprehensive Emergency Rescue System In Jiangxi Province

Since entering the new century,various accidents and disasters are increasing with the development of economic and the accelerate of industrialization,urbanization and modernization which led to the increasingly heavy rescue mission.By amending the national "Fire Prevention Law ",the major disasters and other emergency rescue works are undertook by the public security fire control team.And the policy documents indicate clearly that comprehensive emergency rescue missions should be assumed by comprehensive emergency rescue teams based on public security fire control team.This is a milestone of the new historical period which leads the development of the fire fighting career.A comprehensive emergency rescue team was built by Jiangxi province at the end of 2009.Deploys and requirements of the superior were implemented seriously by the team with the unified leadership of the provincial government.Based on facts and seizing the opportunity to tackle tough and efforts to promote all the work had progressed with exploration and innovated with practice.Currently,comprehensive emergency rescue headquarters with the standing executive heads as the commander and comprehensive emergency rescue teams with the local public security fire team as the main body have been established by the people's government above the county level of the province.A integrated emergency rescue system with Jiangxi characteristics and increasingly strong vitality is basically formed through unremitting efforts.On the basis of a large number of literatures and the theory related to the emergency rescue work,the development of fire emergency rescue,system structure,main mode and comprehensive emergency rescue work in our province have been elaborated with the basic concepts of emergency management and a comprehensive presentation based on government emergency system.Relevant policies and regulations are interpreted for analyzing the actual problems of Jiangxi comprehensive emergency rescue work in policies and regulations,organization and command,rescue teams,security and other substances present in the system.Focuses on strengthening the law,system and guarantee mechanism are proposed.The establishment of mechanisms such as the emergency rescue headquarters,logistics linkage of rescue forces and the expert group assistant decision should be speeded up.Public security fire control team in active service,local professional fire team and professional rescue teams should be reinforced.The boost of rescue equipment,facilities fed alignment mechanism construction andthe developing and growing of the comprehensive emergency rescue team is suggested.The meaning of this article is to promote the construction and development of Jiangxi comprehensive emergency rescue system.
