| Since the implementation of Law of the People’s Republic of China on Tenders and Bids, the bidding has become a widely accepted way of transaction of public bidding, in order to improve the objectivity, fairness and justice of the construction market has played a positive role. With the development of market economy and the change of social environment, many problems, such as the multiple management problems, the defect of the expert evaluation system and the lack of punishment, have already seriously affected the performance of the bidding system.This article in the process of research on this topic, the public bidding of the government regulation, as the subject of this study. In the course of the study, the main use of comprehensive literature method, comparison method, game theory, rent-seeking theory as the theoretical basis, to carry out the investigation and analysis of the bidding of public works in Wenzhou City, to study the present situation of the government supervision and regulation process of public bidding, mainly illegal operations supervision, supervision tends to form, information construction is not in place, the follow-up is not in place and other regulatory issues, and in the regulatory system is not perfect, the regulatory approach does not adapt, violations of the punishment is not enough to carry out the analysis and research. At the same time, this paper also makes a comparative study on the supervision of public bidding and tendering in foreign and domestic advanced areas. Finally, from the establishment of a unified bidding supervision mechanism, strengthening tender and bid to supervise the entire process, strengthening tender and bidding parties to the main supervision, strengthen bidding bidding supervision team construction, promote public engineering construction bidding and tendering electronic trading and other five point of view put forward the corresponding solutions. Through research, and strive to provide a scientific reference for the supervision of public works in Wenzhou. |
