The grassland-contracting management system is implemented in pastoral-landing management system,and have some different.In pastoral areas unique natural and social environment,grassland contracting right also formed its own characteristics.In this paper,Inner Mongolia grassland pastoral as the main object of study,mainly from the point of view of history and reality of the difference between grassland-contracting management rights and the right to land-contractual management,which tries to solve a series of disputes in the grassland-contracting system generated.Although the grassland-contracting system is imperfect it is not the only cause of these disputes,but to resolve these disputes plays a key role.By analyzing the existing problems of grassland-contracting right exists,drawing on experiences on effective Mongolia grassland management,the author put forward the idea on improving the grassland-contracting management rights transfer.The first chapter is The overview of the grassland-contracting system,this chapter is the sunmmary of the evolution process of the grassland management system in the history,and the systematic summary and conclusion of the existing grassland-contracting management system,and the main significance and main influence of the grassland-contracting management system.Through the overview in the first chapter,the author want to illustrate that the differences between the grassland-contracting management system in the pasturing area and the rural land contracting management system.The second chapter is The relevant legal basis of the grassland-contracting management system,by summarize the proprietary right,the using right and the contracting management right of the grassland-contracting management system,and it provide a legal basis for the analysis of the third and the forth chapters.The third chapter is The legal problems that existed in the grassland-contracting management system,it mainly analyzed the present situation,the existine problems and the reason of the grassland-contracting management system.She pointed out that the main problems existed in the grassland-contracting management system are the right problem of the grassland,and the problems existed in the exchange of the grassland-contracting management right and the levy of the grassland.The fourth chapter is The imagine to perfect the grassland-contracting management system,the author give her own advices for the ownership problem of the grassland,the exchange problems and the levy problem.For example,through perfect the Rant mode of the grassland exchange,it put forward some procedure and things that need to pay more attention to the grassland exchange.
