Study Of Government Purchasing In The Service Of Disabled Eldery Care In China

With the continuous development of our. social economy, the aging of the population accelerated gradually, while, the development of living standard and medical technology is promoting the development of aging population. Followed by the elderly life expectancy is decreasing and the time of need nursing care is increasing. Formerly the main supplier of elderly service is home-based with government plays a supplementary role but along with the shrinking of family size, changing of population structure, increasing of female labor force participation rate and intensifying social competence, most of the young people are too busy with career and unable to take care of the elderly. Therefore, family is not sufficient comparing with the rising demand for elderly service, hence, elderly service have been concerned by the general public.And currently the most urgent and complicit demand for elderly service is the disabled elderly. Development of aging population leading to rapid growth of the disabled elderly in China and with the disabled go into old age, the quantity of the disabled elderly is also expanded. Due to the physical particularity of disabled people, they are easily to be discriminated against and ostracized by society and always in weak position of the society; moreover, disabled elderly have double weakness of age and disability. Thus, elderly people with disability are the most difficult group among the elderly and the disable because they are marginal groups in society. Some scholars believe that the elderly service problem is actually the disabled elderly service problem. There is a survival risk for elderly people in economy, caring, medical care, psychology, incorporation and etc. Mainly demands for service are economic rescue, medical care and rehabilitation, daily care, professional nursing, mental consolation, information and obstacle-free facilities and etc. In general, the service demand of Chinese disabled elderly is huge, complex content, professional and strong and growing rapidly but as the main supply, the function of home-based service is constantly weakening, thus, the contradiction between supply and demand for the service of disabled elder people is very prominent. Service for the disabled elderly is part of social welfare but Chinese social welfare system started late and it is not perfect yet. The government, as a supply role in the disabled elderly service, is relatively deficient which need to be improved urgently. Our traditional public service supply is mainly responsible by government, however, on one hand the rapid growth, huge demand with complex content and professional requirement will cause great pressui'e if all responsibility of service supply is handed over to government, on the other hand, with large stricter, complex procedures and monopoly position of government in public service, insufficient competitive in service supply will cause the increasing of service cost gradually, therefore, it is unable to satisfy the demand for service of disabled elderly group. So the sole supply model of traditional public service totally supplied by government is already unable to meet social demand. Government need to look for more reasonable and efficient system to accelerate the development of the disabled elderly service system. Firstly, the function role of government need to changed from small government to big society, from "paddle" to "steering", meanwhile, with respect to the disabled elderly service supply, government need to be gradually changed from direct service supplier to designer, evaluator, and supervisor of public service to transfer the service producer to society. Secondly, the main body of disabled elderly service needs to be expanded and turn from home-based with government assist to family, community, market, government and etc, combine together as the main supplier, in this way, social resources can be fully integrated to provide multilevel, competitive and comparatively perfect service system to the disabled elderly.Facing the increasingly intense contradiction of supply and demand for the service of disabled elderly people and along with the changing of government function and development of diversity of welfare subject, government purchasing public service is gradually recognized by. government and society. Compare with government provides public service directly; government purchasing service from social organization is conducive to reducing service cost and improving the quality and efficiency. On one hand, government purchasing public service can release the government from tedious specific things to emphasize the advantage of government functions, thus, on the whole, public supply efficiency will be improved which is conducive to the maximization of social welfare. On the other hand, transferring its service producer function to society not only can centralize and professionalize governmental functions but also improve service quality and efficiency, improve the utilization efficiency of financial funds and administrative efficiency due to competitive market and to achieve the rational allocation of social resources and the maximization of social welfare. Hence, as one of the public service supply methods, government to purchase the service for disabled elderly people is more feasible to solve the disabled elderly service problem and also it is an effective way to reflect government responsibility in the disabled elderly service.Through the reference of domestic and overseas cases of government purchasing for public service, this paper conducts the preliminary system architecture of government purchasing in the disabled elderly service mainly form three aspects:system operation guarantee, system process and system optimization. Hopefully this paper can provide theoretical support for the development of government purchasing in the disabled elderly service in China and to accelerate the development for Chinese disabled elderly service utility.
