First,the rural governance and college-graduate village official related literate is researched in this article.The paper expounded the nature state of rural governance from the perspective of good governance.The course of achieving good governance in rural areas is also the course of optimizing the relation between grassroots organizations and farmers.It is to reconstitute the "legitimacy" and "validity" of rural governance organizations and reform traditional omnipotent governments to shift their managerial function to service function.Especially in the context of the "post-tax era" and under the background that the state constantly balances the development of urban and rural areas,traditional rural governance organizations present a weakening tend,so it is necessary to cultivate new rural social organizations to participate in the daily routines in villages,strengthen the subjectivity and participation of villagers and transform traditional single-center control to multi-center cooperative governance;.A sound legal framework which is the only way to achieve the modernization of governing capacities is certainly an indispensable link to achieve good governance in rural areas.But there are many deviations in the current rural governance.For example,the "suspension" of grass-roots organs leads to the weakening of villager autonomy system.Rural cultures are in constant"desertification".Native cultures are shocking by modernistic multi-culture.Traditional group system,helper system and village regulations and non-governmental agreements are in constant disintegration;Traditional rural governance elite groups not only are not able to assume the role transition of rural governments to service function,but also may seize the"feedback" on rural society gained by taking advantage of the project system by using the networks of rural acquaintances that have been operated for many years and personal authority and impede the progress of good governance in rural areas.The paper expounded the necessity of college students village officials’ participation in rural governance and analyzed the advantages of college students village officials in promoting good governance in rural areas as a newborn body in rural areas based on the analysis of the real dilemmas in rural governance.Furthermore,based on carding the concept of college student village official plan and its historical development,the paper analyzed college students village officials were embedded intellectual elites and expounded they were able to exploit rational economic potential and consolidate the financial basis at the grassroots by individual practice and organizational collaboration and establishing businesses in local;By using their own knowledge,college students village officials were able to perfect rural science and technology service system,innovate the real economy in rural areas based on the "Internet +" national strategic layout,complete the transition of educated youth by taking "new farmers" and "family farms" system as an opportunity and find an innovation road to solve a problem in the "three-agriculture" issues,that is "Who is going to farm?".Besides,selecting outstanding college students village officials to replace the existing bodies for grassroots governance can help the transition of grass-roots governments to service function,increase the interactions with the former village governing elites,perfect the villager autonomy system,improve villagers’ political efficacy to change the autonomy from the "emptying" to perfection.Innovating cultural medium strategies,bringing prosperity to village cultural development and enriching the cultural life of the masses;Popularizing village legal knowledge to achieve the change from "spread law to the countryside" to "greet law to the countryside",solving the educational dilemma of"left-behind children" by using the rural public education organizations as carriers and solving the cultural dilemma in rural areas by the construction of self-organization of college students village officials.The best value of college students village officials is able to be provided in the relation of "the state-college student village official-rural area"through the above-mentioned strategies.Of course,college students village officials also have their own difficulties.Some villagers think that those "airborne" college students are junior to serve in villages and not able to bring significant changes to villages;Some hold that they just take their work in rural areas as a sheer expediency due to the current grim employment situation and they will leave villages as soon as they get positions in government institutions;Even the former village cadres think that the college students village officials are the important symbol of the extension of state power to villages and the arrival of them will damage their own interests and the black box operations and capturing public goods by using the original networks of rural acquaintances will be difficult to maintain.The legal paradox of college students village officials’ participation in the village elections also makes their retention lack basic institutional considerations,and under the pressure-typed bureaucracy,college students village officials will often be seconded to towns and become "village officials" who are not in villages.Those above-mentioned current situations cause that college students village officials can’t function in rural governance.At last,the main restraining factor of the student village official taking part in the rural governance is analyzed in this article to discuss how to improve the selection and employment mechanism by enforing the enrollment of students majored in the argriculture related area and to better link up with.the villager autonomy system by modifying related laws and regulations,and to develop the stragical completed training mechanism and improve assessment and incentive mechanism by professionalization and continuing education.Make them the "catalyst" and "lubricant" in rural governance to achieve the coupling of college student rural official policy and good governance in rural areas.
