Study On The Interaction Of Government Information Disclosure According To The Theory Of Democratic Administration

Government Information Disclosure by Application is an important part of the Government Information Disclosure System.In China,the government information disclosure and government affairs opening started relatively late,but they are developing rapidly.The General Office of the CPC Central Committee and the General Office of the State Council issued "Opinions on All-Round Promotion of Government Affairs Opening" and "Implementing Rules for 'Opinions on All-Round Promotion of Government Affairs Opening'" in February and November,2016 respectively,which further clarified the future development direction of the information disclosure.In the practice of information disclosure,the system of Disclosure by Application is an important interface achieving the interaction between the public and administrative organs.The mass public and the administrative organs are not only the participants in but also the constructors of the interactive relation of information disclosure.At the theoretical level,however,along with the development of public administration disciplines,the pursuit of democratic administration theory to democratic values,such as transparency,responsiveness and participation,has become an important spiritual connotation of public administration practice.These values constitute the institutional logic behind the Government Information Disclosure by Application system,and the unification of the government responsiveness and the public participation in the process of system practice and value realization leads to the inevitability of the interaction between the government and the public during the course of Disclosure by Application.In turn,the benign development of such interaction is also the only way for the Government Information Disclosure by Application system to achieve its institutional goals.From the perspective of the democratic administrative theory,this article establishes a complete interaction interface between the public and the government,with a view to the interaction process between the government and the public under the framework of the Government Information Disclosure by Application system and by means of the explanation on information classification in the information space theory and the analysis on interactive behavior in the theory of communication action.This complete interface consists of three interrelated sub-interfaces which use rights and obligations,institutional procedures and application results as its cores of interaction.Meanwhile,with interview research as the main research method and the public and the administrative body as the main research objects,this article evaluates and analyzes the situation of the interaction within the practice fields under clear awareness,demand,practice model of the government and the public,and finds that China's current Information Disclosure by Application system does not fully implement the requirements of interaction from the system design to the practical process.In consideration of the present situation,this article argues that,in the course of future practice,both the government and the public should provide assistance in the government information disclosure from the aspects of changing concept,improving norms and standards,internal and external linkage,and method innovation.The Government Information Disclosure by Application system itself is required to achieve the essential requirement of the interaction between the government and the public.However,the existing researches have not yet completely grasped this interaction.They often put emphasis on the behavior characteristics of one of the research subjects,and tend to analyze the feasibility and status for the public participating in information disclosure.Based on the theory of democratic administration and the value dimensions of democratic administration theory,such as transparency,responsiveness and participation,this article constructs the different interaction levels between the government and the public in the Government Information Disclosure by Application process.In addition,in this article two research subjects:the public and the government are introduced,from which the overall interactive interface of the Information Disclosure by Application system becomes more comprehensive and clear,and the crux of the problem may be discovered by the analysis of current situation between the two sides at different levels of in interaction.
