Research On The Interactive Mechanism Between Government And Citizen Under The Perspective Of Government Information Publicity

The interaction between the government and citizens reflects two-way and forward-and-backrelationship status on the governmental response to the citizen’s demand and the citizens’participation. The interaction between the government and citizens can improve the citizens’ status ofsubjectivity and help carry out the public policies and improve the governmental decision-makinglevel and promote the public trust of the government. In the information age, the government, as themain collector, processor, and issuer of information resources, has responsibility to public theadministrative information as far as possible. Opening the administrative information is a requirementfor harmonious interaction between the government and citizens. The transparent administrativeinformation and the power under “sunlight” are beneficial for the government to remove barriersbetween the government and citizens, and promote the development of the harmonious interactiverelationship between the government and citizens. Nowadays, the government is continuouslyperfecting the laws and regulations relevant to the administrative information, which guarantee thedevelopment of interaction between the government and citizens. The channels of “interaction” ofopening administrative information are gradually diversified, and the contents are full. Thegovernments at all levels are gradually recognizing that the content of “service” in the buildingservice-orient government is not just to offer public services but as well realize benign interactionwith citizens which is very important. However, due to the relevant law and regulations is imperfectfully and the idea of interaction of both the government and citizen is lag, the development ofinteraction between the government and citizen about opening administrative information is in theprimary stage. The problems and contradictions are ever-increasing highlighted. It is the expression oflack of interaction between the government and citizens on the conditions of opening administrativeinformation to “not interact”,“interact little”,“not interact initiatively”. For these lacks we shoulddraw on successful experiences of foreign governments on the interactive modes with citizens andutilize internet interactive technology rationally to step up effort to construct the system of“interactive” opening administrative information, improve the interactive mode between thegovernment and citizens inside the system of opening the administrative information, optimize thefive key factors supporting the operation and development of the system. The five factors are laws andregulations, government settings, system construction, idea of interaction and infrastructure.
