Study On The Innovation Mode Of Supervision Of Municipal People's Congress

Over the years,the local people's Congress and its Standing Committee have achieved a series of fruitful results in the performance of their supervisory duties and the exercise of the functions and powers of the people's congresses.But with the continuous development of society,and the role of objective factors,supervision of National People's Congress is still not full,there is supervision loopholes and gaps larger,in practice,the supervision effect and legal requirements of the people,the National People's Congress is still not a small gap.Put forward the new requirements of the party in the third Plenary Session of the 18 th CPC Central Committee to personnel,how to adapt to the new social development situation,innovate the work of the NPC method,improve the personnel supervision level and effectiveness,has become an important issue at all levels of local people's Congress,scholars facing.Over the years,the local people's Congress and its Standing Committee have achieved a series of fruitful results in the performance of their supervisory duties and the exercise of the functions and powers of the people's congresses.But with the continuous development of society,and the role of objective factors,supervision of National People's Congress is still not full,there is supervision loopholes and gaps larger,in practice,the supervision effect and legal requirements of the people,the National People's Congress is still not a small gap.Put forward the new requirements of the party in the third Plenary Session of the 18 th CPC Central Committee to personnel,how to adapt to the new social development situation,innovate the work of the NPC method,improve the personnel supervision level and effectiveness,has become an important issue at all levels of local people's Congress,scholars facing.The first chapter is the introduction part,the second chapter mainly elaborates the background and research ideas,the change and development direction of supervisory functions of local people's congresses in China,pointed out that the current theoretical research and practice of supervision problems in operation;the third chapter is the analysis of the case,the Shijiazhuang Municipal People's Congress,were selected as the research object,discusses some problems the local people'sCongress supervision;the fourth chapter,from the aspects of government supervision and supervision mechanism construction,supervision,information disclosure supervision personnel,supervision object and content,put forward the Countermeasures for the innovation of Shijiazhuang people's Congress Supervision mechanism.Finally,the paper summarizes and analyzes the supervision effectiveness of the Shijiazhuang Municipal People's Congress,and expounds the research conclusion and the future development trend.It can be concluded from the mode of supervision of the people's Congress of Shijiazhuang innovation cases of this study,the local people's Congress has been through the innovation of National People's Congress to gradually improve the effectiveness of supervision,but in the actual operation process,found that innovation is not as long as they want,innovation is a complicated and systematic project,the local people's Congress needs through long-term practice and constantly sum up,at the same time,also need to constantly improve the legal system construction.Learned from the analysis of Shijiazhuang's case,the local people's Congress to innovate supervision work must deal with the three relations,promote the sunshine operation,adhere to a basic principle,the specific contents are as follows: the local people's Congress proposed to deal with the Party of new period with high demands of local people's Congress in the relationship between the actual supervision work,deal with the relationship between the local people's Congress NPC and the construction of local supervision system in the actual operation,handle the relationship between the supervision of local people's Congress and keep innovation;through different ways and strategies for citizens to actively participate in the local people's Congress supervision,make supervision work of local people's Congress in the sun,play a supervised authority effect;adhere to the Constitution and the law first the basic principle.The research conclusions and solutions proposed in this paper provide a useful reference for strengthening the supervision of local people's congresses,and have some reference value to improve and perfect the supervision mechanism of local people's congresses.
