Research On Performance Communication Oriented To The Whole Process Of Government Performance Management

Performance communication is an important part of performance management,but for various reasons,the effect of performance communication is not ideal enough to ensure and promote the efficient operation of the whole performance management system.We should establish a scientific and effective performance communication system,and improve the performance and skills of the relevant subjects of communication,and thus promote the efficient management of the whole process of performance management.Government performance communication,refers to the government in order to achieve its initial formulation,performance goals,sum taken in all aspects of government performance management in various communication activities,its nature is a kind of improving government performance management activities.In performance management,performance communication is one of the most important management tools.The process of performance management is the process of performance communication in a sense.Through effective performance communication will be helpful to the understanding of internal management of the government on the issue,and timely put forward the corresponding adjustment measures,reduce the government's risk management,but also helps to guide the future research workIn the current practice of government performance management,the performance of communication compared to the performance plan and performance evaluation,its system and the work has not yet formed a clear specification,it is embodied in that it is diluted in daily management and is carried out in a casual manner,so it can not guarantee deterministic communication effect,and that is the fundamental reason of it.In view of this,this paper discusses and puts forward a set of specific performance communication norms,in order to improve the.performance of China's government communication efficiency.First,there must be a good framework for government performance communication management,we put forward a set of effective government performance communication specification according to the whole four stage.Besides the fundamental problem of normative,there is still some problems exist in our country government performance communication at present,including the lack of attention of performance communication,performance communication system security,clear communication skills,performance communication is mostly down communication and its channels are not smooth,these problems in the government performance is difficult to communicate give full play to the effective operation of the performance management system.In this regard,efforts should be made to strengthen the concept of performance communication reduce the communication level,increase the expansion of government performance communication channels,establish and perfect the performance management system,strengthen training,improve the performance of communication management performance and communication skills.
