It is the direction of the government's development and administration reform to seek both the efficiency and control of the government. As the innovation of the government system, the performance appraisal in public sectors meets the above two aims. It greatly accelerates the upgrade of the government's capability and the realization of the basic value like democracy and equity. However, in China the ways of the performance management and appraisal which are popular in the western world are still under exploration in theory although it has begun to appear in some administration reform practice. This paper mainly probes into the problems coming forth during the development of the performance appraisal in public sectiors in China and analyses the causes for them. It searches after the ways for developing the performane appraosal in public sectors that fit the situation of China from the integrative view of administration, politics, economics and sociology. The paper consists of six parts.The First: Summarizing of performance appraisal in public sectors: mainly discussing the meaning and management of performance appraisal in public sectors and differentiating it from performance appraisal in enterprises.The Second: Introducing the procedure of performance appraisal in public sectors: from establishing the purposes and aims of it to collecting and analysing the materials and also making the report and feedback which can be applied in future.The third: Consulting the experience of western country: introducing the course and current of the performance appraisal development in public sectors in western countries by taking the America and England as examples and briefly discussing the inspirations for China.The Fourth: The developing status of performance appraisal in public sectors in China: analysing the developing status and problems of performance appraisal in public sectors in China by integrating both theory and practice.
