From 1900 s to 1990 s,a fierce discussion about keeping or abolishing tipping practice was conducted,because of different values and benefits of different people.And during this period,a small scale of anti-tipping campaign was waged to abolish tipping practice.After great efforts made by tipped workers,tipping practice was written into Fair Labor Standards Act and has been kept until now.However,because of the existence of tipping practice,tipped workers cannot have the minimum wage like other workers.As for the debate on keeping tipping practice or not,the scholars basically support to prohibit it.They think tipping practice is a threat to American people,economically,psychologically and morally.They think the existence of tipping practice is discrimination to black tipped workers and tipped workers of other races,as well as female tipped workers.However,tipped workers insist on keeping tipping practice.When employers do not pay their wages instead of replacing wages with tips,and deprive of tipped workers' right to have minimum wage on condition of keeping tips,tipped workers stick to have minimum wage and tips together.Finally,policy-makers draw attention to the tipping practice.By researching a large amount of works,reports on tipping practice and researches of some institutes,the author draws the conclusion that tipping practice can change the conditions of black tipped workers,so that it exists until today.Besides introduction and conclusion,the essay includes three chapters: chapter one,tipping as a way to resist poverty for black tipped workers;chapter two,tipping as a way to resist sexism for black tipped workers;chapter three,tipping as a way to resist racism for black tipped workers.In conclusion,tipping can change the conditions of black tipped workers.
