Research On The Governance Resistance Of Rural Grassroots Organizations In Accurate Poverty Alleviation

The rural grassroots organization,established among the peasants,is at the front line of rural construction.The management of rural grassroots organizations is an important part of the country's efforts to carry out targeted poverty alleviation work.The governance of rural grassroots organizations has direct influence on the work of targeted poverty alleviation.Therefore,it is necessary to figure out the obstacles of rural grassroots organizations to correct poverty alleviation and strengthen the construction of rural grassroots organizations.In this way,we are able to make progress in terms of work of getting people in poverty-stricken areas out of poverty.Through literature reading and field research,we have clarified the obstacles of governance in the process of poverty alleviation rural grassroots organizations faced.These obstacles can be summarized as follows: in terms of organizational status,members are too old,not well educated,and their work is haphazard;in terms of policy implementation,inaccurate identification,poor project arrangement,unsatisfactory help effect,and poor information disclosure;in terms of publicity,the content is rough,insufficient,and ways of promotion are single;in terms of villagers participation,they know not enough about the projects guided by poverty alleviation policies and passively participate in important village meetings and poverty alleviation activities.In order to further explore that how the governance obstacles that rural grassroots organizations are faced with have influenced on poverty alleviation work,a structural equation model was constructed.By establishing such a structure model and a measurement model with observable variables,we found that the greatest obstacle to the governance of rural grassroots organizations is implementation of policies.According to the path relationship model between the four obstacles,we have successfully analyzed that the organizational status of the rural grassroots organizations is directly related to the organization's implementation.The basic idea of mitigating the governance obstacles of rural grassroots organizations: build a long-term mechanism of mitigating the governance obstacles of rural grassroots organizations,namely the “Combination of internal power and external guarantee” mechanism.We have to strictly implement policies,strengthen overall coordination,increase publicity,and guide farmers to participate.We have to make sure that the internal power mechanism and the external guarantee mechanism help each other,therefore,the two mechanisms can coordinately alleviate the obstacles of governance that rural grassroots organizations are faced with.Meanwhile,it can also improve the accuracy of poverty alleviation and their governance performance.Laying a solid theoretical foundation for poverty alleviation can provide new ideas for poverty alleviation and raise the efficiency of poverty alleviation.Figure8;Table15;Reference 65...
