Structure,Process And Function:The Change Of NPCSC(1983-1993)

In this paper,combined with a history of political science research perspective and try to effectively pulling away from the people's congress system of the National People's Congress(NPC)system,structure and function of each component,key inspection and reduction during the period of 1983 to 1993,the standing committee system,structure and function changes of the historical process and the true story,key nodes and transitions in the history of the depth of mining influence and induced factor of institutional change,try to describe and show a clear image of the standing committee of the system composition,structure and function change.NPCSC as the core in the system of constitutional power main body plays an important role in the political system.The end of the "cultural revolution" in 1976 herald the arrival of the new starting point of China's democratic politics,NPCSC is of great importance to recovery and reconstruction after the "cultural revolution" hone,headed by Deng Xiaoping,Ye Jianying,Peng Zhen,and Wanli also aware of the recovery system of the communist party of China's top leaders rules and establish the importance of the rule of law society,in their efforts to push the issue on the agenda of the standing committee of the system reform.Five sessions of the NPC has approved the new constitution in 1982,1983 session of the six full implementation of NPCSC the reform of institutions and rules of procedure,further define the nature of the standing committee of the organization,personnel composition,rules of procedure,working mechanism and the legal authority and the political function,achieve the real return to the standing committee of the power attribute.Along with the rapid economic development and political system reform deepening,plus the standing committee of the leadership of effort and attention,the NPCSC legislation and supervision role of common recognition and reinforcement,its special political function of legal function,power restriction and supervision function and reassuring interests aggregation and political communication function,realized from the "rubber stamp" to "steel stamp" transformation,and in that emphasizes the development unceasingly in the change,continue to focus on strengthening in the development.Under the specific historical environment,the influence factors of system,structure and function change is derived from the variation of the external environment and the system inertia,the path dependence and is derived from the decision system to generate and maintain the political behavior of the main body,under the condition of different time and space,the actors,the old system and the external environment of three factors can be a reasonable explanation to institutional change variables,but any kind of independent analysis framework is not enough to clear.The author thinks that only under the horizon of all-round,multi-angle can carry on the accurate observation,description,display and parsing.
