| The issue of problem juvenile has become an governance challenge that has to be faced during current social and economic development.The phenomenon of problem juvenile comes up during the phase of social grand change,rooting its foundation in the era and society.The occurrence of this phenomenon is closely related not only to the contradiction between rapid social development and relatively outdated governance system,but also to our national policy,social culture,the crisis of traditional morality and the crisis of social management.For the future of our nation,an effective governance on this phenomenon will be critical.This is an task that definitely can not be achieved just by certain department or measure.It requires a systematic work which can innovate and reform our management philosophy and reform traditional management model.We need to streamline administration and delegate power to lower levels.Besides,we have to do what ought to do and don't do what should not to do.As for social organizations,they shall establish an interaction mechanism with government,so as to fill the management vacancy forming due to the power transfer by government and serve problem juvenile in a more effective and flexible way.As to families and schools,they must change their perspective upon management and education and transform into friends and teachers for problem juvenile with a gentle and equal attitude.In respect of the restructuring of management system for problem juvenile,this article not only adequately considers real conditions of social management in China but also emphasizes on the absorption of foreign experiences.From the three perspectives of prevention,management and save,the author gives some suggestions on how to build up a social management system for problem juvenile.Such system functions not only as an initial carding on cooperative relation among departments inside the system,but also as effective advises proposed based on the law in the formation of problem juvenile in China. |
