Foreign aid plays a significant role in international relations.It demonstrates a country's commitment to undertake international obligations as a responsible nation.However,in the traditional form of diplomacy,foreign aid is often carried out by the government.Government-led foreign aid has its disadvantages,and if not carried out properly,it would cause trust crisis,leading to inefficiencies and foreign aid failure.With socioeconomic development,foreign aid channels have gradually changed:aid and donations from non-governmental channels(such as foundations,private volunteer organizations(PVOs),enterprises,universities,religious organizations and individuals)has become an irresistible trend.Global non-governmental organizations as an important social force are playing an important role in international affairs and foreign aid,and their complementary advantage as compared to government-led foreign aid is becoming increasingly evident.The United States is one the earliest countries to realize legalization and institutionalization of foreign aid,and it is also one of the world's most developed countries in terms of non-governmental organizations.In the traditional form of diplomacy,U.S.government-led foreign aid activities were often questioned and doubted.In order to avoid this problem,the U.S.has been paying great attention to foreign aid carried out by non-governmental forces,which led to some positive results in recent years.Therefore,non-governmental organizations are becoming important means to improve aid efficiency and impact.At the same time,China's non-governmental organizations have also developed very quickly and become important social forces in recent years.And there is an urgent need for these NGOs to play their part in foreign aid as well to realize our diplomatic purposes.However,when it comes to practical implementation,China needs to learn from the experience of American NGOs.Therefore,this thesis focuses on analyzing data and cases on U.S.NGO-led foreign aid,examining its positive and negative effects as well as challenges and future trends,summarizing and reflecting on its implication and impacts and finally drawing the U.S.experience and offering some inspiration and recommendations for China's development of NGO foreign aid.
