Terrorist crime is a serious threat to the territorial integrity and security of the country and seriously endangers human rights,including human life,freedom and health.It is necessary for the international community to combat terrorism and to prevent and take anti-terrorism measures in order to protect national interests and public interests.In the process of developing anti-terrorism laws and taking anti-terrorism measures,some measures such as monitoring and overseeing,arrest and detention are easy to involve the protection of citizens' privacy.Sometimes security requires sacrificing personal freedom and restricting civil rights.However,the national security and civil rights are not absolutely opposite.The security of the state is the guarantee of the freedom of civil rights,but we also need to avoid the abuse of state power in the name of anti-terrorism to infringe on civil rights,including privacy.Since the "911 incident",the United States has formulated more comprehensive anti-terrorism legislations,adopted a series of anti-terrorism measures,and accumulated a lot of experience and lessons.Chinese anti-terrorism legislation started late,we should improve the anti-terrorism legal system and balance the relationship between anti-terrorism and privacy protection on the basis of lessons from the United States.
