Terrorism is a malignant tumor of the international community today. It has causedsignificant harm or potential threat to the peace and security in the whole world. TheUS-led Countries has strengthened counter-terrorism operations, a series ofcounter-terrorism measures have been taken, and a series of diplomaticcounter-terrorism collaboration resolution have been reached in the regional andglobal scale. Privacy is a right to protect citizens’ personal life secret and ownfreedom, which prohibits unlawful interference. The rise of the civil rights movementin the1960s, as the development of communication technology, privacy protection isbecoming increasingly important. Because of international and dangers of terrorism,counter-terrorism measures are often taken to monitor/search/seizure, on the otherhand, it infringes on the privacy of citizens. The supporting of counter-terrorismoperations and the value of insured interests of privacy are different, so there must besome kind of conflict and contradiction between the counter-terrorism measures andprivacy protection. Counter-terrorism measures and privacy protection of conflict, inthe level of value, is the national public interest and a secret respect of personal lifefor the conflict. Coordination in the existing legal framework of this conflict is theinevitable problems of each country. China faces the threats of East Turkistan terroristorganizations, but China is still in the initial stage of the fight against terrorism,counter-terrorism measures are not yet ripe. The paper has discussed that how toprotect the privacy of citizens in the context of terrorism, and how to explore anappropriate limitation and derogation to social and public interests of privacyprotection in the international anti-terrorism situation. Then combined with China’sactual conditions, the improvements of China’s counter-terrorism measures areproposed.
