In the field of social work,people with disabilities have been the focus of the study of the researchers,the social work of people with disabilities has always been an important part of social work professional values.Social work for people with disabilities involves all aspects of disability services,including psychological counseling for persons with disabilities,rehabilitation of persons with disabilities,families with disabilities,education for persons with disabilities,employment for persons with disabilities,etc.The realization of these services for disabled persons requires not only the efforts of the broad masses of social workers,It is important that the need for legal policy support and guidance.These policies and regulations serving the field of persons with disabilities constitute a "disability policy".This paper mainly studies the implementation effect and countermeasure of Hefei 's benefit to the disabled policy(this article is defined as "benefit-disabled policy").In the case of X-zone and F-county which are more prominent in the treatment of benefits and benefits,the implementation of the policy and effect of Hefei's disability policy is investigated through the convening of small-scale symposium,household interview,participation observation and literature collection.The core task is to X District and F County as a case,through the first-hand field survey data to evaluate the implementation of local remedial policy in Anhui Province over the past year,found that the implementation of the relevant achievements in the process,especially the benefits of access to the disabled,Policy related to successful experience,and to identify some of the reasons why policies can not be truly implemented,put forward further improvement strategies.The thesis is divided into four parts.The first part mainly introduces the research background,the research significance,the research method and the investigation,the definition of the core concept and the field point of Hefei.The second part is the investigation and analysis of the effect of the disability policy in Hefei,and analyzes the implementation situation of the disabled from the basic living guarantee of the disabled,the medical rehabilitation,the old age,the employment and the education,and sums up the excellent successful experience.The third part mainly analyzes the problems existing in the implementation process of the disability policy as well as the analysis of the reasons why some of the benefits and disability policies can not be truly implemented.It is found that the relevant issues have some disability policy operability is not strong,The main body of the responsibility is not clear,the responsibility of the disabled policy is not in place,the social security content of the disabled is relatively simple,there is a "one size fits all" problem,the medical rehabilitation of the disabled is not in place,and the reasons for the existence of these problems.In the fourth part,the author puts forward some constructive suggestions on the problem of hindering the implementation of the disability policy in the investigation result:changing the "one size fits all" as "taxonomy",increasing the policy publicity and public transparency,and clarifying the policy responsibility The main body,deepen the function of the CDPF,pay attention to the employment of social assistance system for the employment of disabled people;Finally,the implementation of Hefei welfare policy implementation evaluation summary.
