Research On The Operation Of Government Supporting Nursing Institution For The Aged In Beijing

As the degree of population ageing in our country and the weakening of family pension function,most of the aged,especially,the aged of losing wise need the pension institutions to provide professional services for them.It will paly the important role in Pension services for the aged.The traditional nursing institution for the aged has been built of government or personal.There is no relationship with each other.At last,the result of imbalance between supply and demand,and the aged cannot get pension services.Under the background of the socialization of social welfare,The traditional nursing institution develop the new pattern,as private management of public nursing institution,government subsidy and run by private to solve the problem.In 2003,the government of Beijing,raised the idea to built Old-age care center in the 329 streets.By the end of 2016,it has built 208 Old-age care centers.Their operation pattern is private management of public nursing institution,or government subsidy and run by private.To some extent,it will relieve the problem of pension,and create the chance to pension services for the aged.In this paper,citing ten government supporting nursing institutions of non-profit and located within the community for example.In the aspect of theory,through the review of welfare pluralism,socialization of social welfare to understand and analyze the operation management of government supporting nursing institutions.In the aspect of reality,through the questionnaire investigation,interview method,observation method to study the personnel situation,the cost situation,the service condition and difficulties,and discuss the problems in the run of nursing institutions.Finally,offering some proposals form the aspect of policies support,propagandize,personnel system construction and promote the pension services to promote the development of the government supporting nursing institution and run by private.
