A Study Into The Functions Of The Civil Defense Bureau Of Our Country

With the Civil Air Defense of our country transformed into Civil Defense, how to define the functions of our Civil Defense Bureau so that it will not only carry on the duties of Civil Air Defense but also play an active part in peacetime disaster prevention and rescue has been a major problem hindering the integration of Civil Air Defense and Civil Defense. This paper, based on related public administration theory, conducts a study on the functions of Civil Defense Bureau after the transformation, with the analysis focused on how to establish an executive mechanism for Civil Defense which can combine both the functions of wartime air defense and peacetime disaster prevention.My study starts from the history of air defense, home and abroad, to highlight the significance of air defense system transformation, and then looks into the status quo of the civil defense in our country and the problems it faces. With the analysis, the writer of this paper comes up with the scheme of re-establishing the Civil Defense function system of our country, including re-defining the roles it plays in overall coordination, executive administration, information integration, civil defense construction, service guarantee and research exchange, etc. My study is further made into the principles our civil defense administration should abide by and the improvement of the work system for the enforcement of the civil defense functions.
