Study On Hulun Buir Government Response Competence Of Opening Up Under The Background Of 'The Belt And Road'

Since the implementation of border development and opening policy in 1992,our country has issued a series of favorable policies for the opening up of the border areas such as enriching people policy,supporting ethnic areas development policy etc.to consider accelerating the speed of opening up to be an important part of building a new economic system.In 2013,'The Belt and Road' strategy has obtained positive response from the related countries,which showed a new concept and model of developing regional win-win cooperation in China and expanding the opening up space and field.In 2016,China,Russia and Mongolia Economic Corridor construction has been highly concerned,which has enhanced strategic mutual trust and the level of pragmatic cooperation among the three countries.Hulun Buir city is located in frontier to Russia and Mongolia for cooperation and opening up,and it is unique border area of three countries,China,Russia and Mongolia.Since approved as the national reform and opening up experimental area in 1998,Hulun Buir has made remarkable achievements in the development of opening up,relying on the location advantage,resource advantage and national policy advantage,competing and cooperating with the international market actively and taking the 'bringing in' and 'going out' development strategy.But at the same time,it also faced a series of problems,such as weak economic foundation,single industrial structure,and not flexible institutional mechanism,etc.Therefore,it is an important issue for Hulun Buir to fully understand the problem of government response competence of opening up,and it is also the main purpose of this study.According to the background of 'The Belt and Road',this paper selected the government response competence as study object.It analyzed the status of opening up,problems and reasons of government opening up response competence through the way of literature analysis and combination analysis of theory and demonstration.Finally it put forward the promoting path and specific measures of opening up response competence from the five major goals of promoting policy coordination,facilities connectivity,unimpeded trade,financial integration and people-to-people bonds according to the government functional theory and government governance theory.At last I also hope this paper can provide some beneficial reference for other border areas...
