Throughout the development history of the world,the vagrants and beggars is a whole world problem.With the development of economy,city street begging problem becomes more prominent.China is currently in the development of the society transitio,the people’s livelihood engineering become more and more important,the government need to strengthen the construction of the social assistance system.A lot of vagrants and beggars rush into the city in recent years,caused a certain effects on the management of the city,to strengthen the research of relief for vagrants and beggars security is particularly important for our country.By analyzed vagrants and beggars,help us understand their reality more comprehensive,thus to take a more targeted aid safeguard measures.In this paper,through a large number of reference related domestic and abroad literature,references justice theory,new public management theory,demand hierarchy theory and the correlative theory of management,Handan as research object,to study the situation of relief for vagrants and beggars and management,analysis of handan city types and characteristics for vagrants and beggars indepth,points out existing problems and causes in terms of relief management,and to put forward some constructive opinions and suggestions,form a hierarchical,classification rescue management concept,and accord to relief vagrants and beggars station of Handan undertake the main task of rescue vagrants and beggars,how to put forward relevant countermeasures and suggestions on creating good assistance atmosphere,changing the concept of aid,to adapt to the modern society under a situation of lacking laws and complicated condition.This paper first introduced background of selected topic,research purpose and significance,literature review at home and abroad,and make a point of this paper.Secondly define some relevant concept,illustrate the theoretical foundation of the entire article.Than,issued 300 questionnaires and communicated with 84 sponsored people,Combinatied the information from communication with the Director of the Rescue station,analyses the status quo for vagrants and beggars in handan,summarizes the characteristics,types,begging for vagrants and beggars,point out that this problem has its own factors and social factors work together.After using the justice theory and other related theories to analyzing the reality codition of relief for vagrants and beggars and management,collected the related work of results,can see there is still some problems,and analyzing the causes to solve these problems,expounds the relief and management of vagrants and beggars is still very difficult.At last mainly aims at the previous analysis,proposed the countermeasures and suggestions in the system,organization construction,talent cultivation and social participation,and to solve the short board of lack for the effectiveness of the investigation,at the same time solve the relief for vagrants and beggars and management countermeasures and suggestions of the study does not have data to support and timeliness of the problem,analysis the rationalization of the real effective countermeasures,improve the level of social assistance for vagrants and beggars and management,provide data support for future law,and safeguard the people’s livelihood and achieve the purpose of better consummates our country relief system.
