Research On Capacity Building Of Rescue Station

At present,our country has made every effort to win the battle against poverty and build a well-off society in an all-round way,but the social assistance work for the needy groups such as vagrants and beggars is still on the way.The early events of Sun Zhigang in China set off the reform of the management system of social assistance in China.Up to now,the work of social assistance in China has made historic progress,but with the promulgation of new systems and new methods,new problems have also emerged.Recently,due to the endless social problems caused by the phenomenon of urban vagrancy and begging,which leads to the strong resonance between scholars and practitioners in related fields,the government and its subordinate civil affairs departments,as the top level design end,have also given great attention.As the main implementing organization of the operation and implementation of social assistance,the importance of the rescue management station in the whole relief work is self-evident,and its rescue ability is directly related to the implementation of the social assistance work in China.Therefore,this paper takes the T city rescue management station as the research object,on the basis of the first-hand research data,the former literature works and the research on the T city rescue management station and the lower county town rescue management organization,using the literature research method,the empirical research method,the analytic hierarchy process and so on through the capacity building level to carry on the thorough analysis to the city rescue management organization rescue ability,unifies the quantitative and the qualitative research constructs T city rescue management station comprehensive rescue ability system dimension,T city rescue management station rescue capacity is divided into three levels: institutional rescue capacity,resource support capacity and operational capacity,and further Set up the last level index.Through system construction and problem analysis,the author provides advanced evaluation methods by synthesizing regional characteristics,and puts forward feasible,scientific,practical and targeted optimization schemes combined with subjective and objective conditions.According to the analysis of this paper,at present,the existing relief management institutions for urban vagrants and beggars have the following shortcomings: first,There are some problems in the distribution of basic supporting facilities and the refinement and landing of legal policy.Because of the unclear policy refinement and the complexity of the actual relief situation,it is difficult to define the scope of the relief work accurately.In order to uphold the concept of social assistance work,the organization’s relief capacity is inefficient and repeated Blind pursuit of the number of facilities and equipment and absolute relief caused by the direct consequences.Secondly,in terms of resource allocation capacity,human,material and financial resources have become the three indicators of this study.In the study,it is clearly found that human security capacity is far less than material and financial resources,and the quality and quantity of human resources are missing.By the end of 2017,there were 372000 licensed social workers in China.Finally,the inter-departmental coordination and cooperation ability of the rescue station in the implementation of operational capacity is inefficient and even there is a lack of responsible departments,especially in the cross-district escort procedures of relief personnel,there is an uneven distribution of responsibilities between departments,mutual prevarication,which is even worse at the county level rescue stations.After the problem research and practice investigation,the author compares the social assistance management organization of T city with the lower township relief management organization of the city,gives several optimized opinions and puts forward some questions for further research.The social assistance work in our country is a dynamic and changing process,and the relief problem will change and appear with the progress of the times,the development of science and technology,and the change of policy.Therefore,the research on the social assistance problem in our country and its optimization methods need to be studied and practical experience.
