Research On The Third-Party Intervene To International Conflict

Since end of cold war,the large-scale military confrontation didn't happen in post-war international community,but hot issues in the international conflicts frequently occur in every region of the world,which become the important factors to pose threat for security of international community.Especially the third-party force frequently intervene in international conflicts so as to make problems of international conflicts more complex.As the wave of globalization sweeps the whole international community,internationally behavior subjects seem to have stronger independence for each other,which provides reasons and excuses for third parties to intervene in problems of international conflicts and creates the fundamental environment for intervention.The intervention of third-party force has become the normal in current international conflicts,for example,hot issues in international conflicts such as Gulf War,the Iraq War,the Ukraine Crisis and Conflicts of the South China Sea,to a large extent,intervention of third-party force directly brings about situation of more extensive and complex regional conflicts and poses grave threats for regional peace and security.Under influence of interwoven factors,the third parties decide to define approaches of intervention and usually break original forms of conflicts in process of reaching expectation of intervention according to conflict situations and their aspirations so as to increase potential risks of international conflicts for regional and even global security.This text analyzes the causes and approaches for intervention of the third-party force in international conflicts so as to try to explore solutions for intervention of the third-party force in international conflicts.This paper is divided into four parts to explore and analysis intervention of third-party force in international conflicts.The first part in this passage sets forth international conflicts and positioning for role of third-party force.The international conflicts highlight new features in post-war period,for example diversified behavior subjects,complicated reasons and rising frequency of outbreak.But the international conflicts don't change much,basically including ordinary conflicts,international crisis and international war.These features and situations has been evolved into current situations of current international conflicts and manifestation of the whole international conflicts in the international community.Targeting at features for role of the third-party force in international conflicts,we divide the third parties into factional role,neutral role and marginal role respectively,the positioning of three roles decides manifestation for intervention of the third-party force in international conflicts,which also reflects expected orientation of intervention to some extent.The second part explores motives for intervention of the third-party force which is mainly evaluated and analyzed by such standards to consider whether the third-party force chooses to intervene in conflicts or not so as to define mixed influence of what causes in making up expectation of intervention.From three areas of system structure,interactions among nations and nations of each unit,this text analyzes the factors which could possibly promote the third parties to intervene in international conflicts.The causes for system of intervention could result from anarchy and changes of international order in the international community.Lack of international authorities and imperfect currently international mechanism are always the paramount factors for outbreak of international conflicts and one important cause for intervention at the same time.Although bipolar structure in cold war came into end,any stronger countries like the Soviet Union would no longer exist to challenge authority of United States in the international community,but with rapid rise of such countries as China and India,the contradiction between established power and changing power looms large as a result of panic based on rise of new-type countries,the international conflicts will be favorable for game over current contradiction so that this game could be important factor for intervention of third party.In the meanwhile,the changes of right structure in the region could also lead to competition among big nations in this region.In process of interaction for each unit,such factors also influence expectation of intervention as the correlative relation among countries,national interest and strength as well as domestic system.The analysis about intervention of third-party force could be the core part of this text in third part of this passage.The wishes under influence of international conflicts and intervention of third-part force will be used for analysis to explore what interventions the third parties may adopt in different situations of conflicts and framework of aspiration.Under framework of low-intense conflicts and low aspiration,the third party will be inclined to adopt approaches of participation behind the scenes and single assistance,with increasingly upgrading of conflicts and(or)stronger aspiration,such approaches will seem to be more marked as the stick and the carrot,threats and containment,open confrontation,high-pressure sanction,alliance of parties and collective pressure.Noticeably the approaches of intervention will remain unchanged,the third parties adopt different approaches in step with changes of conflicts and aspiration of intervention,therefore intervention sometimes will not be single but the results of alternately impacts from different approaches.The fourth part in this text may set forth the possible risks which arises from intervention and put forward solutions for the risks.Based on expectation of intervention and analysis result for approach of intervention,some possible risks could be able to be predicted from intervention,on the one hand,some potential contradictions could remain after the conflicts calm down,for example the dissatisfaction could arise from enmity of parties of conflicts and third party or failure in realizing the expectation of some behavior subjects,which is gradually evolved into potential factors for re-emergence of conflicts in the future.On the other hand,the illegal meddler's behavior gives rise to counterbalance,while qualitative change provokes new disputes in process of intervention which will directly promote upgrading of international conflicts so as to make conflicts more extensive and complex.Targeting at possible risks from intervention of third-party force,we bring forward establish conflict-solution mechanism,change the role of third-party meddler and balance the power at various levels so as to achieve regional peace and stability.In addition,according to the analysis of intervention of United States in conflicts of South China Sea,this passage explores research for intervention of third-party force in international conflicts.To explore the path of resolving the issue from United States to the South China Sea by risk response measures,and discuss the options China can take to deal with conflicts of the South China Sea,to promote the peace process in the South China Sea.
