A Study On The Psychological Degeneration Of Corrupt Officials From The Perspective Of Administrative Psychology

Since the 18th National People's Congress,CPC Central Committee has been working on cracking down on corruption,the anti-corruption work has entered into a new stage.Quite a number of corrupt officials have been punished,which accordingly breaks the hidden rules,purifies the inner-party political ecosystem and elevates the credibility of the government.According to the information released by the media,the distortion of values and the decline of spirit is the root of corruption.However,the psychological corruption cannot come into being overnight.The psychology and behaviors of corrupt officials corrupt have gone through a gradual degeneration.Thereupon,the research on the causes of corruption and the process of psychological degeneration will exert a direct influence on the cognition and countermeasures of corruption.Based on the analysis of political psychology and Neo Institutionalism Politics,this thesis attempts to construct a theoretical framework of administrative psychology,which defines the administrative psychology as "the specialized research on the interrelationship between the administrative process and psychological process of performers of political power in the administrative organizations".This thesis makes an analysis of the frequent occurrence and causes of officials' corruption,as well as the psychological degeneration of officials,from two aspects and four dimensions.After the analysis of 100 confessions,this thesis has found that in the view of the severe reality of corruption,there exist three prominent problems and a kind of positive correlation.Three prominent problems mainly refer to the frequent occurrence of "being promoted in spite of illness" and top leaders'corruption,as well as the "51-year-old phenomenon".The positive correlation means that the official rank and bribery amount presents an obviously positive correlation.In terms of the psychological analysis of the causes of corruption,seven types of mentality are common,namely fluke mind,not-to-be-refused mentality,psychological inferiority,herd mentality,privileged psychology,legal-blindness psychology and psychological compensation.As for the analysis of the psychological degeneration of corrupt officials,the "boiled-frog" problem is a frequent occurrence,and this thesis further groups the psychological degeneration into three types and points out their differences in motivation.Based on theoretical and empirical analysis,this thesis puts forward that from the perspective of administrative psychology,the corruption prevention should focus on the institutional building and reconstructing the psychology of administrative individuals with formal rules,so as to force administrative individuals to form the subjective cognition of "not being corrupt".To be more specific,the corruption prevention should lay emphasis on the reconstruction of institution,renovation of rules,prevention of key areas,reformation of personnel system,as well as the psychological assessment and severe punishment of bribery.Only on that condition can the corruption be prevented.
