Research On Carbon Labelling System Under WTO

As a kind of new environmental protection trade policy tool,Carbon labellings caught more and more attentions of the international community.It is based on the worsening global warming problem which because of the increasing greenhouse gas emissions,and the international community explore to establish the development model for the coordination of environment and the free trade.However,in the process of its implementation and development,some potential problems are exposed gradually.For example,a government would cover up the truth of trade protectionism by publicizing low-carbon economy,if the government implement strict carbon label rules,and than-lead to the unhealthy development of global free economy and trade.In consequence,on the one hand,we should implement the carbon labelling system while affirming its significance,on the other hand we must discuss the green trade barriers property by restricting the development of free trade,and alert the abuse of carbon labelling by advanced countries.As a world organization that coordinate the trade of dozens of countries,WTO is the helpful platform to discuss the unitive world carbon labeling system.The thesis discusses the legality of government-sponsored carbon labeling scheme according to WTO international law provide,and makes specific suggestion on how to solve the carbon labeling dispute under WTO,and analyzes carbon labeling scheme in China.Chapterl is the introduction that describes the purpose,significance,structure and innovation of the article briefly.It also summarizes research overview of domestic and foreign.Chapter2 introduces the fundamental knowledge of the Carbon labeling,namely the concepr,the carbon-labelling,connotation,function,and the international tour.Chapter3 discusses the legality of government-sponsored carbon labeling scheme under the WTO agreements.Chapter4 makes specific suggestion on how to solve the carbon labeling dispute under WTO,including basic principles,institutions,.specific norms.Chapter5 analyzes carbon labeling scheme in China from the aspect of running model and legislative model and makes some recommendations from the international and domestic aspects.
