A Study On The Social Security Of Urban Poor Groups In China

The eradication of poverty is the essential requirement of socialism and has always been the focus of government work.After a long period of efforts,the problem of China's poverty has been improved greatly,however,there is still a gap between the requirements of "ensuring that all poor areas and poor people will enter an all-round moderately prosperous society by2020",which is emphasized at the Central Poverty Alleviation Work and Development Conference in 2015.At present,China's poverty alleviation work has entered the difficult stage.The poverty alleviation of the rural poor is very strong,but at the same time,urban poor groups are also very large and may continue existing.The protection of urban poor groups should not be ignored.To solve the problem of urban poverty,has a far-reaching significance,and the importance and urgency is as much as rural areas which deserves a systematic study.This paper is on the background of the 13 th Five-Year Plan for Economic and Social Development of the People's Republic of China(hereinafter referred to as the 13 th Five-Year Plan)which declares war on poverty.This paper uses the methods of literature,questionnaire,cases and comparative analysis to research and discuss the social security issues of the urban poor groups on the overall perspective.On the basis of defining the concept,this paper reviews the development of social security system for urban poor groups in our country,analyzes the development status through empirical investigation,and finds some problems in our system.These problems mainly reflected in drafting,implementation and supervision.The specific performance are inappropriate connection of policy,low management level,the lack of targeted protection,low security standards and low employment situation,etc.Through collecting problems,especially on the base of investigation between poverty groups and non-poverty groups,the author made some systematic countermeasures.That is,we can solve social security problem of the property group better by drafting scientific policies,implementing classified insurance,strengthen employment assistance,with the help of One-Card model and the construction of intelligent community.
