Research On Social Security Issues And Countermeasures In Yunnan's Precision Poverty Alleviation Work

The problem of poverty is a worldwide problem,which has been existed for a long time.Both developed and developing countries are common.A comprehensive well-off society,is our solemn commitment to the people of the whole country.The significance of poverty alleviation is to help the people in poor areas to realize the great Chinese dream at an early date".Social security as a mature operating internationally,the social relief,the basic livelihood covers social assistance,pension,medical,unemployment and social welfare,the main aim is to provide the basic security for the social vulnerable groups;we should put the main focus,improve the social security system as our country at present precise poverty to treat.Yunnan province is a frontier province,ethnic,mountain in one of the remote provinces,due to historical,ethnic,cultural and geographical environment and other reasons,the relatively poor population.Since the reform and opening up,the development of poverty alleviation in Yunnan province has experienced four stages and achieved remarkable results,at the same time in Yunnan Province Based on all national poverty alleviation and development experience and practice,combined with the characteristics of Yunnan also created their own experience.In Ninglang County as an example,the precise poverty alleviation in Yunnan province development has already made remarkable achievements in the face of poverty in Ninglang County although changed,people's living standards have been greatly improved,but the Ninglang County Typical Alpine mountain,due to historical,self heating and other reasons,the development is still at low level and low level the development,situation is still grim,very difficult task of poverty relief.In this paper,through combing the Ninglang County of Yunnan Province,the precise poverty of social security problems arising in the work,a detailed summary of the systematic investigation of the reasons,put forward suggestions on the future direction of poverty alleviation policy.The basic framework of the article is as follows:The first part is mainly the research background and significance of poverty alleviation,precise poverty this problem on the simple elaboration,and related research achievements of the current stage at home and abroad to carry out unifiedcombing,the main research methods of this paper and summarizes the path.The second part is about the definition of poverty alleviation,poverty alleviation,social security and so on.The third part is the basic idea to Ninglang County in Yunnan province and the example of poverty alleviation measures and achievements,summed up the experience of poverty alleviation.The fourth part,through the analysis of the present situation of Yunnan Province,precise poverty alleviation,problems and reasons of social security exist,such as the social security role in poverty alleviation precise understanding is not enough,social assistance management system is not perfect,poverty caused by illness,high rate of social security policy and the lack of innovation.The fifth part puts forward the countermeasures and suggestions to improve the social security policy in Yunnan province.Including attaches great importance to social security in the precise poverty alleviation in the role,improve the construction of social assistance system,construct a positive and effective "poverty poverty governance system,accurate social security policy of poverty alleviation of innovation etc.
