Research On The Administration Of Soil And Water Conservation And Innovation In Beijing

Along with the economic increasing activities of human society,people's excessive exploitation of natural resources and continued destruction to the environment lead to massive soil erosion in China.Landslides and other natural disasters caused by the serious threat is becoming a threat to economic development and people's lives.Combined with 18 th CPC National Congress for the first time include construction of ecological civilization in the construction of socialism with Chinese characteristics "five-in-one" the overall pattern,to increase the construction of ecological civilization to political level.Therefore,reducing and protecting soil resources is an urgent work.Further study of soil and water conservation administrative mechanism and policy system,for soil conservation,water and soil conservation productivity and establish accountability system of soil and water conservation has theoretical and practical significance.The paper is closely about the administrative problems of soil and water conservation in Beijing,visiting Beijing water and soil conservation work station,soil and water conservation work stations and water bureaus located in districts,the priority projects of ecological and clean-type small watersheds also had been visited.Based on these survey result,this paper analyzed the situation,problem and achievements of soil and water conservation work and administration.Daxing district was taken as a typical district,the problems existing in the administrative management of soil and water conservation was parsed,the administrative management system of soil and water conservation in Beijing innovation suggestions were put forward.The main points and Suggestions are as follows:(1)The administrative organ for water and soil conservation shall be accelerated and perfected.Plain soil and water conservation station was established.'The River Chief System' has been strengthened and perfected.Strengthen the construction of grass-roots regulatory bodies and ranks.Improve the technical service system.(2)Promoting the innovation of the administrative system of soil and water conservation.Strengthen system standard construction.Strengthen ecological construction supervision.Strengthen the supervision of man-made soil erosion.Strengthen monitoring,evaluation and supervision.Strengthening the informatization construction of soil and water conservation.(3)Practical measures to promote the administration of soil and water conservation.To promote infrastructure construction,urban construction,public service facilities construction and tourism development and construction and other production and construction projects,and strictly implement the water and soil conservation laws and regulations.Rationally plan the vertical allocation of production and construction projects in the central city and the new town area,and build an ecological clean small watershed in the plain area.Establish a coordinated urban and rural rainwater harvesting system.(4)Improving the administrative supporting policies for soil and water conservation.Improve the system of laws and regulations;establish the ecological compensation mechanism of soil and water conservation;improve the management system and coordination mechanism;establish and improve the administrative evaluation mechanism of soil and water conservation;perfect the mechanism of public participation.
