In recent years,China's severe aging trend of population as well as many problems caused by this trend not only has attracted government's much attention,but also has been investigated a lot in the academic.The aging problem of ethnic minority areas is also very serious.So far,the endowment insurance policy system in minority areas have brought the security to whole people formally.However,the security of endowment insurance policy system is low-quality.The defect of endowment insurance policy system is that the government,on the one hand,can not give overall consideration to this policy systematically;on the other hand,can not make resources integrated generally.For these reasons,the resources are supplied dispersedly in inefficiency.Therefore,the implementation of social force in the supply of pension services and the integration of the resources effectively is an important research issue.Taking the new mode of mourning world "virtual nursing home" pension sponsor by non-governmental organizations as an analysis example,this paper aims to explore the the necessity and feasibility of non-governmental organizations to participate in pension service of the minority areas on the basis of Baseline equity theory.By comparing several field investigations of different institutions,combinng with literature data,were used to analyze the participation ways can be concluded that the new pension model "virtual nursing home" for the elderly folk organization is the excellent mode of participation in ethnic areas.Through on-the-spot investigation,the social problems of non-governmental organizations to participate in pension service of the minority areas is found out on the foundation of the advanced experience of developed areas at broad and home.At the same time,some policy recommendations about the support network of new mode of virtual nursing home care services are put forward to improve and perfect government policy.The main conclusions are as follows:The folk organization is the main social force,which have flexible,equal and efficient organizational structure as well as various members.It is conducive to understand the need of the elderly pension service in ethnic areas in time and formulate targeted strategies to meet supply.The participation of non-governmental organizations makes up the problem of insufficient supply of pension services in ethnic areas so as to better safeguard the elderly group interests of ethnic areas,and promote the long-term stability and sustainable development of ethnic areas.This model has the possibility of replication.It can help the government in minority areas fully play a role of "Helm" in the social welfare field.Meanwhile,it also makes the folk organization get more and more opportunities in social welfare.
