Analysis And Measures On Retired Cadres' Willingness Of Public Participation In Zhejiang Province

In order to copy with the increasingly serious problem of aging population,Zhejiang government gives full play to the advantage of retired cadres,guiding and encouraging them to participate in public activities,but there are also some handicapped factors that restrict the further increasing of the old cadres' public participation willingness.This study is problem oriented,it takes the retired cadres of public participation in Zhejiang as the research object,analysing the willingness of retired cadres under the new situation of public participation,influence factors through questionnaire survey,interview and statistical analysis,trying to put forward some suggestions on how to promote the public participation of retired cadres.Based on the statistical analysis,we find that:(1)retired cadres'willingness of public participation is generally good,but the willingness degree of retired cadres with willingness is not high.(2)There is a significant correlation between the frequency of public participation and willingness to participate,and the majority of retired cadres' public participation is initiative participation.Public participation is based on social participation,cultural participation and political participation.The organizations of public participation activities of retired cadres are concentrated on the party and governmental departments that have the duty of service management,retired cadres are strongly dependent on these departments.(3)There is a significant correlation between the willingness of public participation and the state of mind and body,political outlook and human capital,while there is no significant correlation between gender and monthly income.At the same time,the research also draws a conclusion that the internal motivation and external support of the public participation are not enough,the specific performance in awareness of public participation is not strong,public participation capacity needs to be improved,leading role is not strong,,the platforms are simplex and channels for public participation are not smooth.In the new situation,the measures to further improve retired cadres'willingness of public participate are as follows:strength the construction of Party organization of retired cadres,strengthen the development of education for the elderly,increase publicity and guidance,explore the classification of public participation and model organization,develop more platforms and play the role of network.
